Notice is hereby given that the Preble County Agricultural Society is now accepting bids for the following needs to prepare for and operate a successful 2009 Preble County Fair from August 1st to August 8th.
1. Fair admission sales
a. This activity will include operating the 3 gates from 7:00AM to 10:00 PM each day of the fair.
b. This work must be performed by adults over the age of 18 that are capable of taking cash, properly making change, distributing tickets to the purchaser, organizing tickets sold, and balancing ticket sales with cash collected.
c. There should be a minimum of two people assigned to each gate at any time.
d. There will be times in the late afternoon and evening that the gates will require 4+ personnel.
e. The bid should be specified as either a flat daily fee, an 8 day fee, or percentage of ticket sales for the work to be performed.
2. Fair entrance ticket taking
a. This activity will include collecting a ticket section from each person coming through the gates for auditing purposes from 7:00AM to 10:00PM each day of the fair.
b. This work will also include organization of tickets taken and the tabulation of season, membership and VIP pass use.
c. This work should be able to be completed by 1 person at each gate area and are required to work separate from the Fair admission sales personnel.
d. A fourth person must be on the grounds during the specified time of 7:00AM to 10:00PM as a back up and relief person that is available via cell or walkie talkie to their team members.
e. The bid should be specified as either a flat daily rate, an 8 day fee, or percentage of ticket sales for the work to be performed.
3. Fair parking
a. This activity will include a meeting of all parking personnel no later than the Friday before fair to receive training and help set up for parking.
b. This activity will include parking during peak entrance times that are most often 4:30PM to 9:30PM, but could extend if requested by the fair manager.
c. During peak entrance times 10-15 parking personnel are expected with at least 20 for the Tuesday evening concert; if less than the minimum required are working without permission of the fair manager, there may be a reduction in payment for that day's work at a rate of 10% per person missing.
d. The bid should be specified as either a flat daily fee or a weekly fee including all 8 days.
4. Fair grandstand even ushers and ticket takers
a. This activity will include a meeting of all usher personnel no later than one week before the start of fair to receive training.
b. This activity will include the taking of tickets to enter the grandstand attractions on the first Saturday, Monday, Tuesday, Wednesday, Thursday, Friday, and the last Saturday of the fair.
c. Ushers will also provide courteous and helpful directions to all fair goers.
d. The minimum number of personnel for this activity will be 20 for all nights except the Tuesday night concert that may require 30.
e. This activity requires that the usher personnel be available to meet and then report to their work station up to 1 ½ hours before the start of the respective grandstand event and stay until ½ hour before the end of the event or 11:00 PM, whichever is earlier. If the group requests and is granted early release from duties, the request can only be granted by the fair manager and the payment may be reduced by 10% for that particular evening.
f. The bid should be for all 7 days as specified.
5. Fair concert chair set-up and take down
a. This activity will include 25 or more persons to set up and take down concert chair seating.
b. The set up time will be on the morning of the concert day and the take down will be immediately following the concert.
c. The bid should be specified as a flat daily fee for the work described.
6. Fair trash cleaning and pick-up everyday of the fair for buildings and grounds
a. This activity will include the trash pick-up and proper disposal for the entire grounds and all buildings before noon each day of the fair.
b. This activity will include the trash pickup and proper disposal in the grandstand immediately following each grandstand event.
c. The bid should be specified as either a flat daily fee or a weekly fee that includes all 8 days of the fair and the day immediately following the end of the fair.
7. Fair dust control with safe handling and spraying of environmentally safe chemicals
a. This activity will include the proper treatment of all paths, drives, and heavily traveled area of the grounds to reduce and control dust.
b. All chemicals must be applied by licensed applicators and follow all applicable safety guidelines.
c. The bid is for dust control for all 8 days of the fair.
8. Fair pest control including the spraying for flies and nuisance insects including all buildings and grounds
a. This activity will include the proper treatment of all applicable buildings, particularly livestock buildings, and those having nuisance pests.
b. This activity will take place two weeks before the fair and include treatment of the grounds.
c. All chemicals used must be applied by licensed applicators and follow all applicable safety guidelines.
d. The bid is for pest control adequate to serve the needs of all 8 day fair.
9. Fairgrounds mowing and removal of hay
a. Also notice is hereby given that sealed bids for the 2009 making of Fairgrounds property hay approximately 19 acres will also be received by the Preble County Agricultural Society.
i. The hay must be made in a way that all material is off the 9 acre north field ground by Wednesday June 24, 2009 with one cutting only on this north field.
ii. The remainder of hay must be made in a way that all material is off the ground and there is a 2 to 3 inch growth by Thursday June 18, 2009 and Friday September 4, 2009 A check for total payment should be made available one week after the bid is awarded or forfeiture will take place and another bidder will be awarded the contract. (The Preble County Agricultural Society has the right to accept or reject any or all bids offered.)
10. Electrical service
a. This activity requires state certification.
b. This activity requires providing electrical services for fairgrounds during fair week and the week prior to fair and anytime throughout the year as needed.
c. The bid is to include an hourly rate charge, overtime charge, and % of mark-up on materials used on work performed.
Bids meeting all specifications shall be mailed, faxed, or hand delivered and received by May 11th. The Preble County Agricultural Society reserves the right to accept or reject any and all bids.
